PRO FORMA LETTERS AND FORMS FOR LOCAL USE – KUALA LUMPUR [underlined]

1. INQUIRY – MIGRATION TO AUSTRLIA [handwritten, black ink: '(ANNEX "B")'.]

Where an inquirer provides evidence of prima facie eligibility in his initial letter or interview, an M47 is offered for completion and return. However, where the evidence is lacking, even in cases where the inquirer is clearly prima facie ineligible, this form is used. The information requested in this form is that from jointly the M47 and Educational Qualifications and Employment Record, which is sufficient to indicate prima facie eligibility on the basis of either a rejection letter or invitation to submit and M47. One reason for offering this form, even to those clearly ineligible, is to create the impression – the correct impression – that all inquiries are carefully and sympathetically considered.

2. APPLICATION FOR PERMISSION TO ENTER AUSTRALIA FOR PERMANENT RESIDENCE [handwritten, black ink: '(ANNEX "C")'.]

This letter is the covering letter for the M47 and includes directions for the completion of the relevant forms and our usual cautionary statement advising against taking steps to finalise affairs, which is subsequently repeated in a further letter and in the interview.

3. DETAILS OF RELATIVES [handwritten, black ink: '(ANNEX "D")'.]

Essentially the same as that prescribed, but also requires information regarding occupations of spouses of brothers and sisters as this information will indicate the family of married sisters and sisters-in-law.

4. EDUCATIONAL QUALIFICATIONS AND EMPLOYMENT [handwritten, black ink: '(ANNEX "E")'.]

Essentially the same as that prescribed but requires more detailed and comprehensive information relating to qualifications especially. The use of this form has much improved the accuracy of information (The crest and "Australian High Commission" will be deleted from subsequent printings)

5. TO THE PROSPECTIVE MIGRANT [handwritten, black ink: '(ANNEX "F")'.]

This is the final letter to approved migrants which covers the return of the endorsed passports. Paragraph 2 is supplemented or modified by your advice concerning recognition of qualifications and employment. Paragraph 3 was included essentially as a result of matters discussed in our memo IMM 460 of 16 July 1971 and your 70/76304 of 18 August 1971. The remainder is self explanatory. The literature mentioned in paragraph 5 includes:

The attached documents include a formal application for permission to enter Australia for permanent [word circled, blue ink] residence and other forms which, when completed, will provide information necessary for the normal processing ['normal processing' underlined] [handwritten addition, blue ink. It is important that all questions should be answered. In some cases the words, 'Not Applicable', or, 'Nil', may be inserted but not spaces should be left unfilled.

Two copies to be completed by the applicant. The names of any dependants of the applicant (wife, children, aged parents, etc.), if applicable, should appear on lower half of the form.

Personal Particulars – Form G25 [italicised]

Three copies to be completed by each person over the age of sixteen years who is included in the application.

Two copies to be completed by the applicant (and his wife, if married).

Educational Qualifications and Employment Record [italicised]

One copy to be completed by the applicant and each person included in the application who has finished his or her schooling, or has been employed. If the applicant is married, special care should be taken to complete these forms in respect of the applicants wife.

On receipt of the above documents the High Commission will contact you by letter and advise a tie and date for you (and your family if included in the application) to attend an interview.

The completion of these application forms is only a preliminary step and does not imply eventual approval. You should, therefore, take no action to settle your affairs, dispose of your property, or arrange to travel to Australia, until you have been officially advised by this High Commission of the outcome of your application.

Before granting you permission to migrate to Australia the relevant authorities carefully assessed your employment prospects and your ability to adapt to life in Australia. We are therefore confident that you will find suitable employment and settle happily there as other new settlers from this part of the world have done so in recent years. It is now time to put these plans into operation and to make arrangements to travel. [handwritten square bracket.] Your passport endorsement, under the heading "Date of Expiry", indicates the period of validity of the endorsement. It will be necessary for you to arrive in Australia on or before that date. As you will have had ample time to do all this, any extensions to this period of validity will be granted only when there are compelling reasons for such an extension. [handwritten addition, line drawn from here to bottom of page with note that reads: 'one having required is the authentication [illegible] at the time.'] You, therefore, can not assume that a request for an extension will be granted and allow your departure to be delayed. If you do have cause to make such a request you should carefully detail your reasons and provide supporting documentary evidence. The request will be considered then by the relevant authorities.

After you have settled in Australia you may wish to make brief trips overseas. If you decide to do this you should first obtain a re-entry permit [crossed out, blue ink. 'endorsement' written above]. This may be done by approaching any State Office of the Commonwealth Department of Immigration. The Australian Government, of course, does not place any limit on your overseas travel but should you take up residence and work in another country you may lose your "Permanent [circled, blue ink, line drawn from here off edge of page] Resident" status. Therefore, when requesting a re-entry permit [circled] you should be quite explicit about your intentions when overseas so that your migration officers are able to advise you correctly on these matters.
