We have studied the attachments and comments covered by your memorandum IMM. 484 of 1 August 1972.

 

2. it is obvious that the modified forms represent considerable thought on your part and you will be interested in the following views:

Educational and Employment Form

The further slight modification is an added improvement. We have no objection to your use of the document in its amended form.

 

[Underlined subheading:] Selection Interview Report

The additional detail which will appear on this form should lend itself to an improved situation in terms of both eligibility assessment of applicants and procedural activity in Canberra. The use of a ranking (or rating) system – and the twofold summary approach (i.e., "professional acceptability" and "integration prospects") – conforms with the new proposals being developed by the Department on migration selection assessment reports. We endorse the introduction of your modified selection interview report form and have noted the general approach which will be adopted with your assessments.

(i) You will be aware that this form in its original version has universal use as an official application form for entry to Australia for residence. Like any other official "public" form (e.g., forms M.40 and M.48) it is subject to revision procedures which are strictly controlled and [handwritten] supervised by the Department; [end handwritten]

(ii) Although the form was designed for use principally in the area of European migration it has been considered expedient to use it in the field of non-European (and mixed descent) migration. In this way any impression of discriminatory elements being involved in the day-to-day administration of our various policies is avoided or at least the likelihood of such impression minimised.

 

(iii) For the reasons outlined we do not wish your modified form M.47 to be introduced despite the fact that we see merit in the variations which you proposed.

 

3. Your comments would be welcome if your wish to pursue any of the abovementioned matters.
