Shipping companies in Hong Kong were aware of Australia's restrictions on Chinese entering the country. They could require Chinese travelling to Australia to provide proof that they would be able to land without hindrance, usually a Certificate Exempting from Dictation Test (CEDT) or birth certificate. In 1921 Adelaide businessman, Sym Choon, wrote from Hong Kong for confirmation that he would be permitted to land in Australia when he returned. This memorandum is his reply from the Customs and Excise Office in Adelaide.
