Swearing in of the third Fraser Ministry

The third Fraser Ministry was sworn in by Sir Zelman Cowen on 20 December 1977 after comfortably winning the election held on 10 December.

Pictured on the steps of Government House after the ceremony are (from left): Phillip Lynch, Minister for Industry and Commerce; Malcolm Fraser, Prime Minister; Sir Zelman Cowen, Governor-General; Doug Anthony, Deputy Prime Minister. Senator Reg Withers, Minister for Administrative Services, can be seen in the background. Sir Zelman Cowen had replaced Sir John Kerr as Governor-General on 8 December.
